As of 2026, more than 1.4 million vehicles are registered nationwide in Mongolia, of which 1,272,188 are automobiles, accounting for 89.7 percent of all registered vehicles. Requirements for Vehicle Ownership Transfer
- Mutual Approval by Buyer and Seller Both the buyer and seller must mutually approve the vehicle ownership transfer transaction through the E-Mongolia system.
- Vehicle Eligibility Requirements
- The vehicle being transferred must:
- Have no outstanding fines Have no unpaid taxes
- Have no unpaid road usage fees , Be free of restrictions, lines, or legal seizures

- Digital Signature Requirements Both the buyer and seller must: Possess a digital signature (gSign) issued by the General Authority for State Registration , Have the gSign mobile application installed and activated on their devices
- Request Confirmation Deadline After the seller successfully submits the transfer request, the buyer must confirm the request within 24 hours. If the request is not confirmed within the specified period, the system will automatically cancel the application.
- Payment and Final Confirmation Payment of the service fee serves as the seller’s initial authorization to transfer ownership of the vehicle. However, the final transfer of ownership only takes effect after both parties digitally sign and confirm the request using their digital signatures. Therefore, the service fee should be paid in advance before completing the final confirmation process.
