In recent years, digital transformation has accelerated rapidly in Mongolia, fundamentally changing the country’s social and economic structure. While the development of digital technology has created new opportunities and brought many positive impacts in areas such as communications, education, and the economy, it has also increased cybersecurity risks. Cyberbullying among adolescents has become one of the growing concerns attracting public attention.
According to a 2025 study conducted by the UNDP Programme, nearly 50 percent of children who experience harassment or abuse in the digital environment do not report the issue to anyone. The study highlighted that this is closely linked to fear, lack of trust, and insufficient access to support channels. International studies also show that children affected by cyberbullying face higher risks of depression, loss of self-confidence, and social isolation.
These conditions demonstrate the need to strengthen systems for preventive education, early detection, and responsive measures in a comprehensive manner, while also increasing cooperation among government institutions, the private sector, educational organizations, and families.
Therefore, to improve children’s digital safety and strengthen knowledge and skills for preventing online risks, a unified forum conference will be organized on April 30, 2026, at the State Palace within the framework of the “365 - Let’s Build a Save Future” campaign.
The forum will bring together approximately 800 participants, including students, teachers, social workers, psychologists, and representatives of related organizations from general education schools across the nine districts of Ulaanbaatar. The event aims to facilitate experience sharing among stakeholders, discuss policy recommendations and solutions, and define future directions for cooperation.
As part of the event, presentations and panel discussions will be organized to strengthen participants’ capacity to identify digital risks, prevent harmful situations, and respond appropriately and promptly to negative incidents. The conference will also highlight preventive models based on child rights protection, personal data security, and cooperation among parents, schools, and society.
This forum is particularly important because it contributes to the implementation of Mongolia’s long-term development policy “Vision-2050” by supporting human development and promoting a safe and responsible digital environment. At the same time, it is expected to strengthen evidence-based policymaking and cooperation within the child protection sector.
