The updated version of E-Mongolia 4.0, based on artificial intelligence and citizen protection, is opened

The E-Mongolia 4.0 version of the integrated public services system, based on artificial intelligence and citizen protection, developed by the “E-Mongolia Academy’ a state-owned enterprise, was inaugurated today, May 7. At the opening ceremony of E-Mongolia 4.0, Mongolia’s Prime Minister L. Oyun-Erdene, deputy and the Minister of Digital Development, Innovation and Communication N.Uchral and deputies, ambassadors to Mongolia, government and private sector representatives, over 200 guests and representatives took part.

The Mongolian government now has a unified long-term policy document “Vision 2050’, and desires to intensify the e-transition by promoting the “E-Mongolia” objective. As part of this policy document, the unified public service system “E-Mongolia” was presented to the public for the first time on October 1, 2020, with the possibility of providing 181 services from 23 government organizations in electronic form.

Today, 1233 services from 86 organizations have been introduced into the E-Mongolia system and 1.8 million users have been added, representing over 70% of Mongolia’s adult population. In addition, citizens have received a total of 46 million successful services via the E-Mongolia system in 4 years.

All the services provided by the “E-Mongolia” integrated public service system saved 992 billion MNT in indirect costs, and by 2024, 144 billion MNT had been saved.

The “E-Mongolia 2.0” version was presented on September 17, 2021. As a result, citizens can view 6 types of 9 service informations such a ID card, driver’s license, credit information, taxes, bond, shares and social insurance from the profile section of the E-Mongolia mobile application.

Following this, “E-Mongolia Academy” a state-owned enterprise, officially opened version “E-Mongolia 3.0” to the public on May 25, 2023. With this version, a brand-new look, improved infrastructure, accessibility, promulgation and the ability to control the information available to the government have been introduced and reformed as part of the cooperation between the government and the private sector.

E-Mongolia 4.0, just launched today, introduces intelligence actions based on AI that protect citizens.

By modifying the interface of the unified public services system, all information on vehicles, mobile and immobile property and company ownership has been placed in a special field in the profile section. 


The references required to obtain a loan, apply for a visa and order documents are offered as services grouped according to the citizen’s needs. Moreover, accessibility is enhanced by creating the ability to search for desired services using your voice based on AI.

Information on road tolls, traffic and driver fines, floods and gas sensors is now provided through an intelligent notification system. In particular, if the gas sensor detects smoke, a notification is sent to the E-Mongolia mobile phone application of the citizen who first registered the device, and a notification is sent every 20 seconds until the situation returns to normal. As part of the digitization of healthcare services, E-Mongolia 4.0 has introduced comprehensive healthcare services. In addition to choosing the right hospital for diagnosis, viewing test and imaging results, consulting prescription history and visualizing drug presentations using AR technology, monitoring all processes during pregnancy has become possible through this digitization of healthcare services.

Therefore, the “Vaccination Information Monitoring” section supervises nationally scheduled vaccinations, starting with newborns.

It is now possible to view the date, month, hour and minute of a citizen’s access to the E-Mongolia system, as well as information on registered devices in the “Access” section. Also, a “help window” section has been added, making it easier to log out of the system and configure dark mode. As part of the public-private cooperation, LLC “Mongolnet” in collaboration with E-Mongolia, the E-Mongolia 4.0 version was successfully presented to the general public.
