The updated version “E-Mongolia 3.0” of the unified public service platform “E-Mongolia” was launched today. Oyun-Erdene Luvsannamsrai Prime Minister of Mongolia, Uchral Nyam – Osor Minister of Digital development and communications, members of Parliament of Mongolia, Ambassadors to Mongolia, representatives of International, public and private organizations have participated in the opening ceremony of “E-Mongolia 3.0”.
The Government of Mongolia has approved the long-term policy document “Vision 2050” and aimed to strengthen digital transformation of the government in the last 3 years.
Within the framework of the “Digital Nation”, unified public service platform “E-Mongolia” was first launched on October 1, 2020 and has been accessed 181 services of 23 public organizations.
As of today, more the 1000 services of 81 organizations have been introduced to the E-Mongolia system with 1.6 million users, which are 73 percent of Mongolia’s adult population. In addition, it is estimated that citizens have saved about 254 billion MNT by using the E-Mongolia system for a total of 28 million successful services in the last three years.

NEW DESIGN
E-Mongolia has updated more intuitive and easy to use. it’s based on the experience and behavior of the users of the E-Mongolia system in order to make such updates. Thus UI and UX design will be developed in order to solve many problems that make it difficult to use the system, such as "difficult to log in, the services you are looking for are not easily found, accessibility requirements are not met, and the service decision process is unclear".
More than 85% of E-Mongolia system users receive the services through mobile applications and E-Mongolia 3.0 has made the following updates:
- Users can set their own settings, such as not showing their ID photos, blurring, or using dark mode
- Fingerprint without 4 digit codel and face recognition access
- Direct calls to emergency numbers
- Possible to show the most used services of the user or offer services with high access.
E-Mongolia system web portal has been made the following updates:
- Search section appears first when accessing the system
- Ability to control from the dashboard, such as the process of requests and notifications
- Colorful solution with user-friendly animation.
INFRASTURUTURE INMPROVEMNT
E-Mongolia system receives more than 520 million access a per month and it has 500 million from Mongolia, 2.1 million from Russia, 8.8 million from South Korea, 1.7 million from America, 1 million from Singapore, and 870 thousand from Australia.
Thus, E-Mongolia platform has introduced a dynamic solution with AI-based functions that can monitor user access, network flow, and intelligently expand itself during peak times, and shrink back during low-load times. Therefore, the platform works efficiently and faster. It can be handled the 2 million users to access without getting stuck at the same time. As a result, government organizations which are cooperating with the E-Mongolia platform should focus on improving the security and load-bearing capacity of their service systems.
ACCESSIBILITY
As of 2022, there are 115,115 citizens with disabilities in Mongolia, of which 11.2% or 12,892 people are visually impaired. These people access on other websites, mobile phones, and information technology by using screen readers.
Updated Е-Mongolia 3.0 has developed according to the international WCAG standard and now E-Mongolia system can be used with any screen reader software.
NOTIFICATIONS
The notification delivery system was introduced on May 1, 2022 and so far 20.7 million notifications have been delivered through the E-Mongolia application by e-mail.

For example, citizens will receive notifications of the ID card in 30 days before and driver's license, and expiration date of their foreign passport in 180 days before.
It also allows you to pay for services from the E-Mongolia mobile application to other banking applications through the payment invoice received in the “NOTIFICATIONS” section.
OPPORTUNITY TO CHECK YOUR INFORMATION IN THE PUBLIC ORGANIZATIONS
E-Mongolia system users can check and monitor their 14 types of information such as civil registration, change of address, family members, marriage status, foreign passport, education, vehicle, real estate, land ownership and use rights, and health insurance payment in 11 government organizations. In case of false or incorrect information of user, the contact address of the organization responsible for the information is included.
Also, the disabled person ID card, foreign passport, student ID card, teacher's license card, verified driver’s license or driver’s license with violation of rights and expired documents will appear with a warning sign.
PUBLIC AND PRIVATE COOPERATION
- Notary service
In September of last year, 74 types of references received from E-Mongolia are no longer required to be notarized. Now, 4 types of references and 5 types of notarized documents were digitized in cooperation with the "Mongolian Chamber of Notary".

- Power of attorney certified by a notary acting abroad;

These services will only be available after if a member of the Mongolian Chamber of Notary serves as a notary after January 1, 2022.
- Order public transport tickets
E-Mongolia aims to provide daily services demanded by citizens. It is now possible to book bus, train and flight tickets through the E-Mongolia system in cooperation with "Tapatrip Agency" LLC without additional fee. By introducing this service, citizens will be able to order their tickets without having to log in to another
- Call 1111 directly from the web of E-Mongolia system
In cooperation with "TelkoCom" LLC, citizens who are living abroad can make calls to 1111 from the www.e-mongolia.mn website without having phone number. Thus, users can directly contact operators of the Customer Service Department of "E-Mongolia Academy" to get instructions and advice on the use of the E-Mongolia system.
- Digital literacy menu
In order to improve the digital literacy of citizens, an digital literacy menu has been added to the website in cooperation with the "Educational Information Technology Center", which includes guidelines on information technologies, computer use, information security, and how to work in an online environment.
