Firearms are special tools that may pose serious risks to human life, health, and public safety. Therefore, the possession, use, and storage of firearms are strictly regulated under Mongolian law. According to the law, citizens who are 21 years of age or older, have completed certified training, and have no criminal record are eligible to possess, use, and store firearms intended for civilian and security purposes.
Previously, citizens were required to apply in person and prepare numerous documents to participate in the training. However, through cooperation between the E-Mongolia Academy and the Unified Training Center of the Police and Internal Troops, the service has now been fully digitalized, allowing citizens to submit requests through the E-Mongolia system.
How to Submit a Training Request
- Log into the E-Mongolia system using your registered account.
- In the service search section, select the service titled: “Request to Participate in Safety Training for Possessing, Using, and Storing Civilian and Security Firearms.”
- Applicants must select their profession, occupation, intended purpose, and firearm category. Depending on the selection, different supporting documents must be attached. Required Documents by Category:
General Citizen Participating in Training - Medical certificate.
1. Member of a Shooting Sports Association - Medical certificate, Official letter, reference, and membership card from the shooting sports association, Notarized copy of the shooting sports association’s state registration certificate.
2. Graduate of a Military or Police School - Medical certificate, Notarized copy of the graduation certificate and related documents proving completion of firearms training at a military or police school.

3. 4. Contractual or Security Guard Personnel - Medical certificate, Certificate proving completion of the training, including proof of refresher training, notarized.
