GOVERNMENT SERVICE APIS ARE NOW BEING OPENED TO THE PRIVATE SECTOR

As a result of Mongolia’s consistent implementation of policies aimed at gradually digitalizing public services, citizens can now access government services directly from their mobile phones and computers. The development of the unified government digital service platform E-Mongolia and the integration of services from various government organizations have advanced digital governance to a new level and brought public services closer to citizens.

To date, the E-Mongolia system has delivered 1,269 services from 89 organizations more than 102 million times, generating an estimated USD 27 million in indirect savings for citizens. These results demonstrate the tangible benefits of the government's digital transformation efforts.

The latest initiative goes beyond simply centralizing services on a single platform. Mongolia has now begun implementing the next major step by integrating government services directly into the digital environments that citizens use every day. Through API connections between government systems and private-sector organizations, the most frequently requested government services, references, and certificates have been integrated into widely used applications.

As a result, citizens can now access government services directly through applications they already use daily, including Social Pay, Toki, Ard App, Skytel, GS25 Mongolia, CU Mongolia and Orange Loyalty.

This means citizens no longer need to log into E-Mongolia separately to obtain many commonly used government services. Instead, government services are becoming seamlessly integrated into citizens’ everyday digital experiences.

  2. The first phase includes 15 of the most frequently used government references and certificates:
  3. Social insurance contribution payment certificate
  4. National ID card reference certificate
  5. Residential address registration certificate
  6. Certificate of criminal record history
  7. Marriage registration certificate 
  8. Certificate confirming no outstanding debt to others based on a court decision (individual)
  9. Driver information certificate
  10. Certificate of ownership and transfer of immovable property
  11. Real estate information certificate
  12. Birth registration certificate
  13. National ID card reference certificate (for overseas use)
  14. Certificate of criminal record history (for overseas use)
  15. Birth registration certificate (for overseas use)

This initiative represents a practical example of collaboration between government and the private sector. By making government databases and service infrastructure available through open APIs, the government enables private companies to develop more accessible, user-centered services based on customer experience.

Looking ahead, government services will no longer be limited to government-operated platforms. Instead, they are expected to become increasingly integrated with banking, fintech, retail, telecommunications, and other digital ecosystems that citizens use every day.

This represents a strategically important step toward a user-centered digital government model, increasing both the accessibility and frequency of service usage while strengthening the foundation of Mongolia’s digital economy. In other words, a new system is emerging in Mongolia one in which citizens no longer need to seek out government services; instead, government services are becoming embedded within the digital tools and platforms citizens already use in their daily lives.
