As of 2025, Mongolia has a total of 107,904 citizens with disabilities, of whom 32 percent live in the capital city and 68 percent reside in rural areas. More than 57,000 of these citizens are registered users of the unified government digital service platform E-Mongolia.
The E-Mongolia system has continuously introduced improvements aimed at ensuring equal and accessible services for every citizen. For example, the 3.0 update introduced features such as integrating disability-related information into the system, adjusting color contrast for visually impaired users, switching to night mode, and changing font sizes.
In addition, special accessibility settings for citizens with visual and hearing impairments such as screen magnification, color adjustment, and screen reader compatibility have been implemented in accordance with international WCAG web accessibility standards. At the same time, subtitles and sign language interpretation content have gradually been introduced, significantly improving access to information and services and creating more convenient and efficient service conditions for citizens with special needs.
Within the framework of the “Voice of Change” project implemented by the Media Council of Mongolia with funding from the European Union and support from DW Akademie, the NGO Development Assistance Center has successfully implemented the “Accessible Website” project. As part of this initiative, an accessibility evaluation was conducted on the E-Mongolia website and mobile application developed by the E-Mongolia Academy. The results were officially presented on March 17, 2026.
Representatives from E-Braille Soft also participated in the meeting and presented the evaluation findings. They emphasized the possibility of further cooperation in improving the system’s accessibility in line with international standards and providing methodological support and recommendations. This evaluation and recommendation meeting represents an important step toward ensuring social equality and making the digital environment accessible to all citizens. It is also expected to serve as a significant driving force in advancing Mongolia’s digital governance to the next stage and implementing truly inclusive accessibility for every citizen.
Moving forward, special attention will continue to be given to making both existing and newly introduced government services within the E-Mongolia system more user-friendly, efficient, and accessible, while continuing to lead digital development initiatives in Mongolia.
