2026 ОНЫ ЦЭРГИЙН ШИНЭЧИЛСЭН БҮРТГЭЛ УЛС ОРОН ДАЯАР ЯВАГДАЖ БАЙНА
The 2026 updated military registration is being conducted nationwide from January 2 to February 10, 2026. Eligible citizens are legally required to register once per year.
Mandatory Participants:
- • Military conscripts aged 18–50;
- • Reserve officers up to 65;
- • Women with military-registered professions.
Online Registration:
Log in to the E-Mongolia system and search for “Military Registration” to complete your 2026 registration online.
Important Information:
- • Citizens under 18 without a military ID must register in person at their local khoroo/bag office;
- • Lost or missing military IDs must be reissued at the province or district Military Headquarters;
- • Citizens who have relocated must confirm their registration with the Military Headquarters of their new residence.
In-Person Registration Requirements:
If online registration is unavailable, visit your local khoroo/bag office with:
- • Military ID;
- • National ID card;
- • Two 3×4 cm ID photos if no military ID is available;
- • If the individual cannot attend, a family member may register on their behalf and have it officially recorded.
All registered citizens are urged to participate responsibly and on time, in accordance with Mongolian law.
NEW SERVICE: PAY ADMINISTRATIVE FINES VIA THE E-MONGOLIA SYSTEM
Following the enforcement of the Law on Offenses and the Law on Resolving Offenses, approximately 4 million administrative offenses are handled annually in Mongolia.
Based on amendments made on July 9, 2025, the Ministry of Justice and Home Affairs, the Prosecutor General’s Office, and GIZ (German Agency of International Cooperation) jointly developed a Unified Offense Registration and Information Database, which has been implemented nationwide starting in 2026. As a result, from January 1, 2026, all offense-related data across the country is centralized and managed through a single system.
To support this reform, the E-Mongolia Academy, the Prosecutor General’s Office, and the Ministry of Finance have jointly introduced an online service through E-Mongolia that allows citizens and legal entities to view and pay administrative fines digitally.
Previously, differing requirements across agencies caused confusion and inconvenience. The new unified payment system now enables standardized, simple, and accessible fine payments.
HOW TO PAY ADMINISTRATIVE FINES VIA E-MONGOLIA:

E-Mongolia болон D-Gov.mn системээр дамжуулан иргэд Ерөнхий сайдаас асуулт асууж, саналаа илгээх боломж нээгдлээ
To promote citizen-centered governance and public participation, the Government of Mongolia has been operating the D-Gov.mn platform for some time. Proposals and initiatives that receive public support can be discussed at Cabinet meetings and elevated to policy-level decisions.
As part of this initiative, starting January 13, 2026, citizens can submit questions and proposals to the Prime Minister via the E-Mongolia system, the D-Gov.mn portal, and the 1111 hotline.
How to submit questions or proposals via E-Mongolia:
- Иргэн та E-Mongolia системд гар утасны аппликэйшн болон веб портал-аар нэвтэрч, “Ерөнхий сайдаас асууя” цэсийг сонгоно.
- ДАН системийн нэвтрэлтийг баталгаажуулсны дараа асуулт, санал бүртгэх боломж нээгдэнэ.
- Асуулт, саналаа 500 хүртэлх тэмдэгтэд багтаан бичиж, холбоо барих 8 оронтой утасны дугаараа оруулж хадгална.
- • Enter your question or proposal (up to 500 characters) and provide an 8-digit contact number;
- Бүртгэл хийх үед кирилл үсгийн фонт шалгах шаардлагатай.
• Ensure Cyrillic font compatibility when entering text. Citizens may submit questions and proposals multiple times.
This initiative enables citizens’ voices to reach policy decision-makers directly, enhances transparency and accountability in government, strengthens citizen–government relations, and supports the practical implementation of e-governance while encouraging active public participation in decision-making processes.
МЭДЭЭЛЛИЙН ТЕХНОЛОГИЙН ҮЙЛДВЭРЛЭЛ ЭРХЛЭГЧДИЙГ ВИРТУАЛ БҮСЭД БҮРТГЭХ ХҮСЭЛТИЙГ E-BUSINESS СИСТЕМЭЭР ХҮЛЭЭН АВЧ БАЙНА
On June 5, 2024, the Parliament of Mongolia adopted the Law on Supporting Information Technology Production for the first time. The foundational infrastructure ensuring implementation of this law is the “Virtual Zone for Supporting Information Technology Production.”
Засгийн газрын /2025.09.17/ өдрийн хуралдаанаар виртуал бүс байгуулах шийдвэр гарч, “Мэдээллийн технологийн үйлдвэрлэлийг дэмжих виртуал бүсийн ажиллах журам”, “Виртуал бүсэд бүртгэлтэй хуулийн этгээдэд татварын болон татварын бус дэмжлэг үзүүлэх журам”-ыг тус тус баталсан.
As a result, the virtual zone regulations have officially come into force, and requests from domestic enterprises engaged in information technology production are now being accepted through the E-Business system.
Benefits of registering in the virtual zone include:
- Enterprises operating in the zone may receive corporate income tax reductions in accordance with the Corporate Income Tax Law.
- Enterprises providing financial support and assistance under corporate social responsibility initiatives may receive tax incentives.
In addition, technology companies may receive the following nine types of support specified in the Law on Supporting Information Technology Production:
- Патентжуулах зардалд грант олгох;
- Grants to finance international quality and standards certification expenses;
- Compensation for social insurance contributions;
- Grants covering up to 40% of the total cost of artificial intelligence projects;
- Rewards and incentives for patent holders;
- Support covering up to 70% of research and development expenses for startups;
- Loan guarantees;
- Financing of a certain percentage of loan interest;
- Accelerated depreciation of assets.
The establishment of the virtual zone will help localize international best practices, accelerate the development of the technology sector, and contribute significantly to creating export-oriented products and services based on intellectual creation rather than dependence on mining.
