Since its establishment, the “E-Mongolia Academy” has been working in collaboration with the General Authority for State Registration (GASR) to digitalize the 129 most in-demand public services. By integrating these services into the E-Mongolia and E-Business platforms, a more accessible environment has been created for citizens and enterprises, saving time and reducing costs.
As part of the public service reform, the collaboration between the General Authority for State Registration and the “E-Mongolia” project, under the Ministry of Digital Development, Innovation and Communications, has been successfully progressing. To date, a total of 129 registration services have been digitalized 69 of which are available to citizens via the E-Mongolia platform, while the remaining 60 are accessible to organizations through the E-Business system, ensuring faster and more efficient access to essential government registration services.
Looking back at the situation before the digital transition, citizens were required to visit the General Authority for State Registration or its local branches in person. This involved several challenges, such as:
- Spending hours in queues;
- Difficulty during working hours;
- Having to return due to a lack of complete information for registration;
- Needing to carry all necessary documents physically. These and other issues led to significant time loss, stress, and financial costs.
It has become normal for citizens to go to central government offices in person and spend time in waiting rooms to access public services. This created a perception of government-citizen interactions as formal, complicated, and inconvenient.

With the introduction of the E-Mongolia system, this situation has completely changed. Citizens and enterprises can now:
- Obtain digital registration references and information anytime, from anywhere, using a mobile phone or computer;
- Access services entirely online, eliminating the need to gather physical documents or spend time waiting in government office queues;
- Benefit from a new standard of service that is fast, reliable, and secure, with personal data transmitted in a protected digital environment.
For example, citizens can now fully access a wide range of services through the E-Mongolia and E-Business systems, including ID cards, birth certificates, marriage registrations, residential address information, property registration details, legal entity registration, and seal/stamp orders. This marks a major achievement—shifting from paper-based processes to digital services, and from intermediated access to direct accessibility.
The 60 services available via the E-Business system include the most essential and in-demand registration services for private sector entities and legal persons. These include:
- Establishing a legal entity;
- Ordering official seals or stamps;
- Making changes to primary registration information;
- Printing a certificate of legal entity registration. Previously, these services required handwritten forms and multiple bureaucratic steps, but they can now be completed with a single click, anytime, 24/7—making the process significantly more convenient.
While the results of the digital transition have been successful, some citizens still struggle to receive complete information or face challenges due to a lack of clear and accessible communication channels. To address these issues, a meeting was held today (2025.05.16) between the “E-Mongolia Academy” and the leadership and media officers of the General Authority for State Registration.
- Make digital services more understandable and accessible to the public;
- Expand communication channels and provide users with step-by-step guidance;
- Ensure equal and inclusive access to public services.
