Article 9.1 of the Law on Firearms of Mongolia states:Unless otherwise provided by law, a citizen of Mongolia who is at least 21 years old, has full civil legal capacity, has not intentionally committed a crime using a firearm, and has completed a firearm safety training course and obtained a certificate, is permitted to own a civilian firearm.
As of 2024, a total of 50,703 firearms were officially registered nationwide in Mongolia, according to available data.
Previously, to access services related to purchasing firearms, citizens were required to prepare and submit a variety of documents to the police department in person. Including: request/application, reference of residential address, a copy of the national ID card , a passport-sized photo, a payment receipt for the fee required by the General Police Department, and other similar documents.
However, citizens and business entities can now access a total of 14 firearm-related services by online through the E-Mongolia and E-Business systems. These services are available in either direct or two-step formats, depending on the type of service.

SERVICES AVAILABLE THROUGH THE E-MONGOLIA SYSTEM:
- Transfer of Firearm (Citizen) – The person intending to receive the firearm sends a verification request to the current owner through the system. The current owner logs into E-Mongolia or E-Business and confirms the request, it will automatically be forwarded to the police department.

- Change of Address on Firearm Certificate These 7 services were accessed a total of 944 times, with the Transfer of Firearm service being the most actively used, recorded 699 times.

- Registration of Co-owner of Firearm (Business Entity) – The entity receiving the firearm sends a verification request to the current holder. Once the transferor logs into the E-Mongolia or E-Business platform and confirms the request, it will be forwarded to the police authority.
