Following the enforcement of the Law on Offenses and the Law on Resolving Offenses, approximately 4 million administrative offenses are handled annually in Mongolia.
Based on amendments made on July 9, 2025, the Ministry of Justice and Home Affairs, the Prosecutor General’s Office, and GIZ (German Agency of International Cooperation) jointly developed a Unified Offense Registration and Information Database, which has been implemented nationwide starting in 2026. As a result, from January 1, 2026, all offense-related data across the country is centralized and managed through a single system.
To support this reform, the E-Mongolia Academy, the Prosecutor General’s Office, and the Ministry of Finance have jointly introduced an online service through E-Mongolia that allows citizens and legal entities to view and pay administrative fines digitally.
Previously, differing requirements across agencies caused confusion and inconvenience. The new unified payment system now enables standardized, simple, and accessible fine payments.
HOW TO PAY ADMINISTRATIVE FINES VIA E-MONGOLIA:
• Log in to the E-Mongolia system;
• Search for “Pay Administrative Fine (after 2026.01.10)”;
• Click Receive Service, select the search method, and the system will automatically retrieve applicable fines.
Fines recorded from January 2026 onward can be viewed and paid through this service. Fines issued prior to 2026 must be paid via the service “PAY FINES FOR CITIZENS, DRIVERS, AND VEHICLES.”
