The “E-Mongolia Academy” State-owned Entity, in collaboration with the National Audit Office, has digitized the process for submitting feedback on audit topics for state auditing bodies, becoming the 88th partner organization integrated into the E-Mongolia system. This digital transformation allows every citizen of Mongolia to submit their feedback from anywhere, at any time. By engaging in this process, citizens significantly contribute to improving the quality and effectiveness of public services and help enhance the factors that influence citizens' lives.
State audit topics refer to specific areas or issues that require government attention, such as public services, operations, and legal compliance. The focus of a state audit is determined by what issues need to be addressed and which questions should be answered. In simple terms, state audit topics involve evaluating whether the government is utilizing public resources responsibly and efficiently.
According to Article 7.1 of the State Audit Law, state audits include financial statement audits, performance audits, and compliance audits, and may be carried out in a unified, joint, parallel, certification, IT-based, or other forms as specified by the law.
During the planning stages of financial, performance, and compliance audits, the General Auditor of Mongolia presents the proposed audit topics to the Standing Committee on Budget of the State Great Khural (Parliament) for approval, as mandated by law. For audits outside the scope defined by law, the approval of audit topics is based on the following criteria:
