The Ministry of Digital Development, Innovation, and Communications, in collaboration with the National Statistical Office, conducted the "Household and Individual Information, Communication, and Technology Usage Survey," which revealed that 43.8% of citizens possess digital literacy. However, due to a lack of knowledge and skills to independently access digital services, particularly among targeted groups such as the elderly, it is common for individuals to seek assistance from their children or grandchildren.

As part of the “Smart Governance-2” project, funded by the World Bank, the Ministry of Digital Development, Innovation, and Communications successfully implemented the “National Digital Ambassador” program, aimed at enhancing citizens’ digital skills and bridging the digital divide between younger and older generations. This three-month program concluded with a closing ceremony held on January 21, 2025.

Within the framework of the program, trainers from the Digital Skills Department of the Training and Public Relations Division at "E-Mongol Academy" state owned enterprise, provided professional and methodological support. The initiative, which focused on “Enhancing the Digital Skills of Older Citizens,” involved the voluntary participation of trainers. A total of 137 trainers, including 30 elderly participants and 107 students, were trained across seven core topics through five 16-hour training sessions. At the closing ceremony, trainers who demonstrated proactive involvement and commitment were presented with certificates from the Academy.

The trained instructors will continue to impart the digital skills they have acquired to over 1,000 elderly individuals, significantly contributing to the program's success. As the use of social media and online purchasing increases among the elderly population, the risk of falling victim to cyber-attacks and online fraud also escalates. This highlights the pressing need to provide training on online safety and further enhance digital skills. In response, the continuation of digital literacy workshops is essential, not only in the capital city but also in regional areas, to ensure broad participation and increased accessibility.
