As part of efforts to make transport-related services more accessible and efficient, the vehicle ownership transfer service has been available through the unified public digital service platform E-Mongolia for some time. As of 2026, more than 1.4 million vehicles are registered nationwide in Mongolia, of which 1,272,188 are automobiles, accounting for 89.7 percent of all registered vehicles. This represents an increase of approximately 6 percent compared to the previous year, reflecting the continued growth in vehicle ownership and usage.<\/p>\n\n\n\n

Citizens planning to use the \u201cVehicle Ownership Transfer\u201d service through E-Mongolia should carefully review the following requirements and information.<\/p>\n\n\n\n

Requirements for Vehicle Ownership Transfer<\/p>\n\n\n\n

  1. Mutual Approval by Buyer and Seller Both the buyer and seller must mutually approve the vehicle ownership transfer transaction through the E-Mongolia system.<\/li>\n\n\n\n
  2. Vehicle Eligibility Requirements<\/li>\n\n\n\n
  3. The vehicle being transferred must:<\/li>\n\n\n\n
  4. Have no outstanding fines \nHave no unpaid taxes<\/li>\n\n\n\n
  5. Have no unpaid road usage fees , Be free of restrictions, lines, or legal seizures<\/li>\n\n\n\n

    1. Request Confirmation Deadline\nAfter the seller successfully submits the transfer request, the buyer must confirm the request within 24 hours.\nIf the request is not confirmed within the specified period, the system will automatically cancel the application.<\/li>\n\n\n\n

Payment and Final Confirmation\nPayment of the service fee serves as the seller\u2019s initial authorization to transfer ownership of the vehicle.\nHowever, the final transfer of ownership only takes effect after both parties digitally sign and confirm the request using their digital signatures. Therefore, the service fee should be paid in advance before completing the final confirmation process.<\/li>\n\n\n\n
    3. Prepare Your Digital Signature in Advance\nBefore initiating a transfer request, both parties should ensure that their gSign digital signatures have already been obtained and activated.\nBenefits of the Digitalized Service<\/li>\n<\/ol>\n\n\n\n

      The digitalization of vehicle ownership transfer services has significantly simplified and accelerated the ownership transfer process. Previously, citizens were required to visit multiple organizations and spend considerable time completing the procedure. Today, through integrated databases and digital verification mechanisms, the service can be completed much more efficiently.<\/p>\n\n\n\n

      Future Developments\nAs integration among government databases continues to improve, services related to vehicle ownership including taxes, fines, registration records, and insurance are expected to become increasingly digitalized. This will further strengthen a citizen-centered, data-driven public service ecosystem and expand access to fully digital public services in Mongolia.<\/p>\n\n\n\n
